Nobody I know of ever tried to make a centrifugal air pump out of the wheel before Porsche.
Since there was this spinning thing very close to the brakes, race car builders have been trying to take advantage of wheel shape to better cool their brakes for a long time. "Turbine" style wheels that blew air INTO the brakes were experimented with in the 1960s. They looked like axial jet turbines / propellers / fans. A bit of clothes drier duct hose connected to a scoop at one end and the wheel hub at the other end worked better and was far easier.
